Project Lead – IT & Data

Purpose of the Position

The Project Lead – Data & Technology is a new role within CQID, created to lead and support the development of the organisation’s data management and system capability.

The Project Lead plays a vital role in enabling CQID to achieve its strategic objectives by:

• Supporting the implementation of Navigator and other digital tools that underpin CQID’s service deliver
• Leading the co-design and implementation of CQID’s Data Sovereignty Framework, grounded in ethical, community centred data governance
• Ensuring data is collected, stored, analysed and used in ways that are rigorous, ethical and meaningful
• Supporting our ability to tell the story of our impact in a culturally resonant way – one that reflects the voices, experiences, and priorities of the communities we work with
• Building data literacy and confident of data system usage across CQID

As a member of the Research, Marketing, & Technology (RMT) Team within the Strategic Partnerships and Innovation Directorate, the Project Lead position will report to the Executive Lead Research, Marketing, and Technology and works closely with the Project Lead – Research & Evaluation, and others in the organisation whose work intersects with data management/governance.

Responsibilities and Duties

Navigator

• Support the development and ongoing implementation of Navigator across CQID, working closely with leadership and system champions to ensure effective uptake and that it is used to its fullest potential
• Manage day-to-day administration and troubleshooting of Navigator, liaising with the vendor (Whanau Tahni) as required

Data Sovereignty Framework

• Lead the development and implementation of CQID’s Data Sovereignty Framework, ensuring it reflects best practice in ethical, community-centred data governance
• Work with leadership to embed data sovereignty principles across CQID’s data practices, policies, and systems
• Stay informed of evolving legislation, best practice, and sector guidance relevant to data governance, privacy, and sovereignty

Capacity Building

• Design and facilitate workshops in collaboration with HR – L&D to build data literacy and technology confidence among CQID staff and stakeholders
• Develop practical guides, resources, and training materials accessible to staff with varying levels of technical experience
• Support system champions to engage in the Navigator Community of Practice

Data Collection, Analysis & Reporting

• In close collaboration with the Project Lead – Data & Technology, lead the development, collection, detailed analysis and reporting of impact data across CQID’s services
• Design and maintain data collection systems, processes, and tools that are fit for purpose, ethical and aligned to CQID’s MEL Framework
• Develop dashboards, visualisations, and reports that enable teams to track progress, measure outcomes, and make data-informed decisions

Sector Representation & Stakeholder Engagement

• Represent CQID in relevant consortia forums and with external commissioning bodies on matters relating to data, technology, and digital systems
• Contribute to sector conversations about data governance, digital transformation, and technology innovation in community services sector
• Maintain relationships with data system partners (i.e., Whanau Tahi)

Collaboration & Organisational Contribution

• Contribute to the development of a highly effective team by working collaboratively across CQID, sharing knowledge and experiences
• Contribute to CQID’s broader strategic and organisational goals, including in planning processes, organisational events, and cross-team initiatives as required

Key Selection Criteria

Essential

• Demonstrated experience working alongside Aboriginal and Torres Strait Islander communities, including an understanding of the current issues that affect Aboriginal and Torres Strait Islander peoples, and a commitment to culturally safe, community-led, and strengths-based practice
• Commitment to ethical data practice, including an understanding of or ability to learn about First Nations data sovereignty principles
• Strong problem-solving skills and the ability to explain technical concepts clearly to non-technical audiences
• A relevant tertiary qualification in information systems, data science, computer science or related field – or equivalent experience

Desirable

• Experience in data management, systems administration, or a technology role in a community services context
• Experience with CRM, case management or client data systems
• Proficiency in quantitative and qualitative data analysis and visualisation tools (i.e., Excel, Power BI, Tableau or similar)
• Excellent written and verbal communication skills, including the ability to translate findings into highly credible and engaging communications for a range of audiences
• Highly developed interpersonal and stakeholder engagement skills, including the ability to consult, collaborate, and negotiate with a wide range of stakeholders
• Well-developed planning and organisational skills with the ability to prioritise multiple tasks and meet deadlines
• Ability to travel as required
