Youth Development Team Leader

Located 20km west of Sydney on Dharug country, with a population of over 245,000 residents, Cumberland City Council is the fourth most populous Local Government Area in Greater Sydney. The Children and Youth Development team is responsible for the delivery of children, youth and family programs and initiatives across the LGA with a focus on child protection and community development.   The team leads Council’s actions in the Child Safe space and maintains Cumberland as a leading  Local Government Child Safe Organisation.

The team deliver amazing programs and projects each year including School Holiday Programs, Youth Week, Bush School, Story Times and Child Protection Week events.

Reporting directly to the Senior Coordinator Children and Youth Development, this position is responsible for overseeing a multi-disciplinary, community focused team and will be held accountable for the successful delivery of key strategies, projects, and programs across the following functions:

• Overseeing the Youth Development Team and associated functions
• Evaluating, reporting and delivering the Cumberland City Youth Strategy
• Youth programs, projects, partnerships, and initiatives
• Enhance professional and partnership development of the Youth sector within Cumberland and improve service delivery coordination across LGA.
• Ensuring youth-led, participatory engagement and community development principles are utilized and embedded. Implementing the youth participation framework including in Council planning and decision-making processes.
• Coordinating Council’s Youth-led co-design group and support the related Advisory Committee

The successful applicant will require:

• Tertiary qualification in youth work, community development, social science or a related field 
• Substantial experience in leading a team of varying skillsets, using a variety of coaching and mentoring techniques.
• Demonstrated project management skills, including sound knowledge and experience in planning, implementation and evaluation, and experience in managing a diverse range of tasks with competing priorities and changing deadlines. 
• Demonstrated experience delivering targeted actions producing successful outputs and outcomes for young people as part of a large action plan or strategy.
• Demonstrated understanding of the youth sector and the needs, issues and legislation relating to young people 12 to 25 years.
• Highly developed organisational and time management skills, including strong ability to manage competing priorities and deadlines.
• Sound knowledge and experience in financial and budget management.
• Experience in continuous improvement and in developing and delivering clear strategy to transform a business/team/function.
• Considerable experience in leading change within a team including implementing reforms, new direction, and new structure.
• Exceptional interpersonal and communication (written and oral) skills and the ability to communicate with a range of stakeholders.
• Ability to manage revenue and expenditure and understanding of funding applications, management, and acquittal.
• Ability to develop, deliver and implement policy and procedure through the analysis of current research and knowledge
• Current Class C Drivers Licence
• Valid Working with Children’s Clearance
• Current First Aid, Asthma and Anaphylaxis Certificate (or willing to obtain).

About this role: 

• 1x Term contract full-time position (maternity leave cover until June 2027).
• Working 70 hours per fortnight, with core hours between 8:00am to 4:30pm, however will need to attend occasional events, meetings and programs afterhours or on weekends. 
• Access to Council's 9 day fortnight Accrued Day Off (ADO) arrangement
• Located at Council's Merrylands office, with travel required across Council work sites.

Salary information: The salary and conditions of employment are in accordance with the NSW Local Government (State) Award.

• Grade 13 of the Cumberland Salary Structure with a salary range of $2,185.39 to $2,513.20 per week, plus 12% superannuation
• The commencing salary will be negotiated, taking into consideration the successful applicant's qualifications, skills and experience related to the role
