Senior Business Analyst, Digital Health

About the role: 

This position is a Full-time, Fixed-Term role from 1 December 2025 to 31 March 2028.

 The Senior Business Analyst is responsible for leading business analysis activities within the Digital Health Projects unit, supporting the successful delivery of complex digital health initiatives under the Mental Health and Wellbeing Client Management System (MHWCMS). The role partners with internal and external stakeholders—including technical teams, and vendors—to elicit, analyse, and document business and technical requirements, ensuring solutions are fit-for-purpose, scalable, and aligned with departmental and sector-wide objectives. This position requires a dynamic, analytical, and stakeholder-focused individual who can operate autonomously, drive clarity in ambiguous environments, and deliver high-quality artefacts that underpin successful project outcomes. The Senior Business Analyst will champion best practice methodologies, foster collaborative relationships, and contribute to the continuous improvement of digital health delivery across Victoria.

 Reporting to the Program Manager, MHWCMS, this role will undertake the following:

• Lead requirements gathering and analysis for MHWCMS digital health initiatives.
• Engage and align operational, technical, and vendor stakeholders.
• Support solution design, testing, and implementation to ensure robust, user-centric outcomes.
• Apply best practice methodologies (Prince2, Agile, Lean, Design Thinking) to drive project delivery and improvement.
• Prepare and maintain high-quality documentation and actionable project reports.
• Identify, assess, and manage risks and issues to support successful project delivery.

About you:

• Interprets and applies business plans and policies in own area of responsibility and provides advice to others on implementation issues.
• Innovative thinking and analysis influences developments within area of responsibility.
• Negotiates with stakeholders, peers, industry bodies and other government agencies with the objective of gaining co‑operation, influencing views and meeting timelines for delivery of project, service or advice.
• Develops briefs on highly complex issues that provide options for discussion and consideration and will contribute to the development of a set of final options for decision.

Qualification/Specialist Expertise

• A tertiary qualification in business analysis, project management, business, information technology, health administration, or an equivalent discipline or experience, is desirable but not mandatory.
• Certification in business analysis (e.g., CCBA, CBAP, IIBA, PMI-PBA) or equivalent (highly desirable).
• Minimum of 5 years ICT business analysis experience.
• Extensive knowledge and experience of ICT business analysis methodologies (e.g., BABOK, Agile, Lean) and their practical application.
• Proven experience in project level business analysis, process documentation, requirements capture, and tracking in a government context is highly desirable.
• Experience in the Victorian Public Health Sector is desirable but not mandatory.
• Demonstrated experience in the ability to facilitate and reason through complex problems, generate creative solutions, and link ideas to innovations.
• Expert ability to diagnose trends, obstacles, and opportunities in the internal and external environment; conceptualise and define systems.
• Strong written, communication, negotiation, and influencing skills.
• Ability to build and maintain effective partnerships with internal and external stakeholders at all levels.
• Experience in utilising various business analysis practices, frameworks, and tools.
• Demonstrated experience in forming part of a project delivery team.
