About the Role:

We are seeking an experienced Litigator on a 2-year fixed-term basis to join the Building and Plumbing Commission (BPC) during a significant period of regulatory reform.

Reporting within the Legal Services function, the Litigator is responsible for managing complex litigation, enforcement proceedings, prosecutions, and administrative law matters across a range of courts and tribunals, including the Magistrates' Court, County Court, Supreme Court, and VCAT. The role plays a critical part in advancing the BPC's regulatory and enforcement objectives through the exercise of sound legal judgment, strategic case management, and effective advocacy.

A key focus of the position will be leading litigation arising from the BPC's expanded regulatory and enforcement powers commencing on 1 July 2026. The successful candidate will manage complex, high-profile and often novel matters, develop innovative litigation strategies, and contribute to the establishment of legal precedents that support consumer protection and industry compliance.

This is a unique opportunity for skilled litigator motivated to be at the forefront of emerging areas of regulatory and enforcement law in Victoria.

What we are looking for:

We're keen to hear from lawyers who have:

• Demonstrated experience as a legal practitioner in regulatory, enforcement or administrative law litigation, with strong advocacy skills across courts and tribunals.
• Proven ability to manage complex litigation matters, assess evidence, develop legal strategies, and provide sound recommendations in high-pressure environments.
• Strong knowledge of Victorian building and plumbing legislation, administrative law, or comparable regulatory frameworks, with the ability to quickly acquire expertise in emerging areas of law.
• Expertise in preparing high-quality litigation documents, including pleadings, affidavits, witness statements, submissions, and briefs to counsel.
• Ability to manage a diverse and complex caseload while providing leadership, sound judgment, and a strong understanding of public sector legal obligations and ethical responsibilities.

Established in 2025, the BPC is Victoria's new independent regulator for the building and plumbing industries. The BPC brings together the Victorian Building Authority (VBA), Domestic Building Dispute Resolution Victoria (DBDRV), and the domestic building insurance function of the Victorian Managed Insurance Authority (VMIA) into one organisation.

Key functions related to building and plumbing regulation have come together under one roof, including registration, inspection and compliance, practitioner discipline, dispute resolution, and domestic building insurance.
