.ABOUT THE BRANCH AND TEAM
The Property Frameworks and Services Branch is responsible for policy, guidance and advice on whole-of-government property policy and legislation. This includes the Commonwealth Property Management Framework (RMG 500), the Lands Acquisition Framework (RMG 501), Commonwealth Property Disposal Policy, and the Lands Acquisition Act 1989 and Public Works Committee Act 1969.
The branch also manages the Whole-of-Government Property Services Coordinated Procurement (PSCP) Arrangements that cover leasing and facilities management services for Commonwealth domestic office accommodation and shopfronts
The PSCP Contract Management Team leads Finance’s day-to-day oversight of the PSCP Arrangements. The team works closely with Property Service Providers, Commonwealth entities, internal Finance teams and specialist advisers to support the effective delivery of property services across the Commonwealth’s domestic office accommodation and shopfront footprint.
The team manages a broad program of contract administration, performance monitoring, governance, relationship management, issue resolution, reporting, data and systems assurance, security clearance processes, and continuous improvement activities. The Director provides direction across these functions and ensures the team remains focused on delivering practical, defensible and value-for-money outcomes for Finance, entities and the Australian Government.
ABOUT THE OPPORTUNITY
• Lead the Contract Management Team and set a clear strategic direction for contract management, governance, performance and stakeholder engagement activities under the Property Services Coordinated Procurement Arrangements.
• Oversee the administration and performance management of Property Service Providers, including monitoring service delivery, managing material risks and issues, and ensuring appropriate escalation and resolution of significant matters.
• Provide high-quality, evidence-based advice to senior executives on complex contract, commercial, governance, risk and stakeholder matters.
• Lead senior stakeholder engagement with Commonwealth entities, Property Service Providers, internal Finance teams and external advisers to support effective whole-of-government property outcomes.
• Drive continuous improvement in contract management practices, including reporting, meeting governance, data quality, security clearance processes, guidance material and assurance activities.
• Exercise sound judgement and political awareness in managing competing priorities, sensitive issues and complex stakeholder interests.
• Build and sustain a high-performing, inclusive and resilient team culture that supports capability uplift, clear accountability, professional development and delivery under pressure.
• Ensure the team’s advice, records, decisions and governance processes are consistent with relevant public sector obligations, including the Public Governance, Performance and Accountability framework, Commonwealth Procurement Rules, Finance policies and applicable contractual obligations.
