The Opportunities

Information and Communications Technology (ICT) is a critical enabler for the Department of Foreign Affairs and Trade’s (DFAT) ability to deliver strategic functions supporting the Australian Government. ICT systems and processes seek to advance Australia’s strategic and economic interests across the globe. Our global ICT infrastructure and services must be reliable, well governed and supported through contemporary technology to meet the needs of Australians and the Australian Government in the face of changing geostrategic circumstances.

The Information Management and Technology Division (IMD) oversees ICT functions vital to DFAT's operations. This includes managing technology infrastructure, delivering comprehensive ICT services and support, safeguarding data integrity and security, and strategies for future technological advancements aligned with organisational objectives. 

DFAT provides secure ICT services for 243 sites in Australia and abroad, supporting over 115 diplomatic posts across 89 countries, as well as ministerial and state offices. The department supports more than 18,000 users on our International Communications Network, comprising DFAT staff and staff from 38 partner agencies.

There are multiple roles available across ICT operations, cyber security, ICT strategy, governance, infrastructure, ICT service delivery, application and business solutions development and delivery. 

These roles may contribute to the delivery of one of the following business priorities:

• Database management and data analytics support
• Passport systems inclusive of low code, bespoke application, and middleware services
• Cloud infrastructure support
• Identity and access management
• Cyber architecture and assurance
• Cyber networks and monitoring
• Cyber operations, outreach, and sustainment.
• Sustainment of security enforcing technologies
• Business architecture, technology architecture and design
• Data strategy, design, and engagement
• ICT Portfolio Management Office
• Low code / no code industry application platforms
• Infrastructure and operational support
• Global technical transformation and support
• ICT budget and investment management

As there are a range of vacancies across the Division, your application should highlight your specific capabilities and experience in one or more relevant areas.

The initial vacancies to be filled from this process are Canberra based positions. This process may be used to fill roles in other locations in Australia and overseas. A merit pool will be created and valid for 18 months and used to fill similar vacancies during this time. 

Our Ideal Candidate

We are seeking high-performing talent with experience applicable to our business priorities, including but not limited to:

• Have an understanding of the important role and functions the ICT, cyber and digital capabilities have and the role they play in the domestic and global arenas
• Apply judgement, knowledge and limited discretion in interpreting and applying legislation, instructions, guidelines, and procedures
• Communicate and liaise effectively with internal and external stakeholders on a range of ICT matters
• Undertake technical tasks or activities associated with ICT, cyber and digital skills
• Build and maintain relationships across teams and key stakeholders to assist with change, continuous improvement, and an inclusive and supportive workplace culture
• Uphold the APS Values, Code of Conduct, integrity, and probity at all times

Officers at the APS4 level will:

• Work collaboratively across the section, branch, and division.
• Under supervision and direction, apply skills and knowledge to support delivery of a range of ICT service delivery, infrastructure, technical requirements, and cloud-based applications
• Undertake research on legacy and current systems to help support maintenance and business as usual activities.
• Actively contribute to section activities under guidance to help support and maintain quality assurance, governance, and cyber security
• Be committed to contributing positively to a workplace culture that values diversity and inclusivity  

Officers at the APS5 level will:

• Initiate more complex collaboration with a wide range of stakeholders across the section, branch and division
• With limited supervision, apply skills and knowledge to support delivery of a range of ICT service delivery, infrastructure, technical requirements, and cloud-based applications
• Undertake research on legacy and current systems to support maintenance and business as usual activities.
• Actively contribute to section activities to support and maintain quality assurance, governance, and cyber security
• Undertake mentoring of team members as required
• Be committed to contributing positively to a workplace culture that values diversity and inclusivity  

Candidates are expected to demonstrate competency at the SFIA Levels of Responsibility of level 2 (enable) for APS4 and level 3 (ensure, advise) for APS5 and can demonstrate an understanding of technology; IT governance and delivery practices; risk management; service delivery and customer focus.

Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS) unless the Agency Head has agreed otherwise, in writing.

Depending on the role into which you are placed, you may also be required to obtain and maintain a Working with Vulnerable People/Children registration (or equivalent).
