About the role
Wagga Wagga City Council is seeking an experienced and highly capable Manager Civil Operations to lead the delivery of essential civil infrastructure services across the Wagga Wagga Local Government Area.
This is a key leadership position within Council’s Infrastructure Services Directorate, providing strategic and operational leadership to a large multidisciplinary workforce responsible for the construction, maintenance and renewal of Council’s roads, drainage, car parks, footpaths, cycleways and associated civil infrastructure.
As Manager Civil Operations, you will lead a significant operational function, balancing the delivery of day-to-day services with an extensive program of capital and maintenance works. You will oversee workforce and resource planning, project delivery, budgets and forecasting, contractors, procurement, plant requirements and operational programming, while ensuring Council continues to deliver safe, efficient and high-quality outcomes for our community.
A strong people leader, you will play an important role in building capability across the Civil Operations team, creating a positive and accountable workplace culture and ensuring safety remains at the forefront of everything we do.

What Will You Do
Lead, mentor and develop the Civil Operations team, fostering a positive, high-performing and safety-focused culture.Oversee the planning and delivery of civil infrastructure maintenance, renewal, upgrade and capital works programs.Manage operational resources including supervisors, crews, plant, contractors and external service providers.Provide strong financial oversight through effective budgeting, forecasting, cost control and resource planning.Oversee procurement, tender assessment, contract management and administration across the Division.Lead the delivery of complex civil infrastructure projects using sound project management principles.Oversee Council’s quarry operations and ensure relevant legislative, licensing, governance and compliance obligations are effectively managed.Build strong relationships across Council and ensure operational and service-related requests from the community are managed in a timely and considered manner.

What You Will Need To Succeed
We are looking for an experienced civil infrastructure professional who combines strong technical knowledge with demonstrated people leadership and commercial and operational capability.
You Will Have
Tertiary qualifications in Civil Engineering.Significant experience within civil engineering, infrastructure construction and/or maintenance environments.Demonstrated experience in civil infrastructure project management, contract management, operational works programming and asset management.Substantial leadership experience managing multidisciplinary teams, including developing employees, managing performance and building positive team cultures.Extensive financial management experience across areas such as budgets, estimating, resource planning and project delivery.Highly developed communication, negotiation, conflict resolution and stakeholder management skills.The ability to lead change, identify opportunities for improvement and operate effectively within a complex service-delivery environment.A Class C Driver’s Licence and General Construction Induction Training Card.
