Remuneration: Remuneration starts from $136K per annum plus superannuation, depending on experience

What are we looking for?

The Senior Evaluator will have a primary focus on Program, Process, and Impact Evaluation, as well as on implementing the Treaty Authority’s Monitoring, Evaluation, and Learning (MEL) Framework. The role will lead the design and delivery of evaluation processes, program logic models, and contribute to performance indicators and reporting protocols that enhance accountability and continuous quality improvement across the organisation’s work.

Working collaboratively across teams, the Evaluator / Senior Evaluator will strengthen the organisation’s capacity to measure impact, embed learning, and communicate outcomes credibly internally and externally. This role requires both technical and practical expertise in program, process, and impact evaluation, as well as MEL implementation, and a strong understanding of First Peoples’ cultures, histories, and rights.

It represents a significant opportunity to contribute directly to treaty-making, social justice, and reconciliation in Victoria.

What you need to succeed:

We are seeking a Senior Evaluator to lead the design and delivery of program evaluation across the Treaty Authority. Key responsibilities include:

• Developing and refining program logic models, performance indicators, and evaluation plans to measure outcomes and impact.
• Providing technical advice and capacity building to support teams in implementing culturally strong evaluation methods.
• Ensuring evaluation findings inform decision-making, accountability, and continuous quality improvement.
• Overseeing the implementation of the Treaty Authority’s MEL Framework, embedding learning and reflection across the organisation.
• Supporting teams to integrate monitoring processes into their work, ensuring consistency and quality in data collection and reporting.
• Facilitating organisational learning cycles by analysing and sharing evaluation insights with Members, staff, and stakeholders.
• Building trusted relationships with partners, communities, and knowledge holders to ensure MEL processes are participatory and culturally grounded.
• Applying and strengthening the Treaty Authority’s frameworks, policies, and practices that uphold Indigenous Data Sovereignty (IDSov) and Indigenous Data Governance (IDGov).

About the Treaty Authority

The Treaty Authority is an independent entity with a mandate to facilitate the formation of treaties between the State of Victoria and First Peoples in Victoria.

The Treaty Authority’s work is grounded in Aboriginal culture, lore and law and led collectively by a panel of five Members committed to Aboriginal self-determination and empowerment. It engages with a broad cross-section of stakeholders including the State of Victoria, the First Peoples’ Assembly and Traditional Owners in Victoria.

The objects of the Treaty Authority’s work are to:

• Facilitate the journey towards reconciliation, mutual respect and tolerance between First Peoples and other people of the State and to
• Maintain, promote and advance the self-determination and empowerment, culture and human rights of First Peoples.

What you’ll bring:

We are seeking a highly skilled individual with:

• Lived experience, knowledge and understanding of Victorian First Peoples communities.
• Relevant tertiary education qualifications, ideally with practical experience in program, process, and impact evaluation, along with Monitoring, Evaluating & Learning (MEL) implementation.
• Demonstrated experience designing and delivering evaluations using a variety of frameworks and methodologies, especially in First Peoples’ contexts.
• Experience supporting teams to embed monitoring, reflection and quality improvement processes.
• Proven ability to engage and communicate sensitively and effectively with First Peoples, applying proper negotiation and consultation practices.
• Knowledge of cultural safety, intercultural communication, and Indigenous evaluative paradigms.
• Excellent time and project management skills.
• Commitment to reforms that benefit First Peoples in Victoria.
• Strategic and critical thinker that can link organisational objectives to evaluation and research practices.
